A cowboy steak comes from the primal rib section of a cow, or the prime rib. . Some say it's called a cowboy steak because cowboys could pick it up by it's “handle” to hold it and eat it. Because it’s taken from muscles not heavily exerted, the meat is very tender and succulent. The retention of the rib bones impart extra flavour during cooking.
